Funding

JARC’s 2008 annual operating budget is approximately $9.5 million.  

JARC’s single largest funding source is Medicaid, a joint federal-state program that provides support for people with disabilities, among others.  This money is passed through Michigan’s Department of Community Health to the Oakland County Community Mental Health Authority (OCCMHA).  OCCMHA disseminates funds to the Macomb-Oakland Regional Center (MORC, Inc.), with whom JARC contracts for its services.  Over 90% of the people served in JARC’s residential settings are “MORC-funded,” meaning that Medicaid pays for their basic service.

However, JARC would not be able to provide care in accordance with JARC’s high standards without additional support from individuals and businesses throughout our community.

JARC raises approximately $3 million each year from generous donors to support additional services that are not funded by the public system.  

Some examples of what JARC provides with the tax-deductible contributions from individuals and businesses throughout our community include:

  • Well-kept homes in safe neighborhoods.
  • Participation in a wide variety of social, recreational and cultural programs.
  • Access to religious services, for those that wish.
  • Compensation for direct service staff exceeding industry standards.  This ensures stability and familiarity for the people we serve, in addition to high staff morale.  Attracting and retaining the best possible staff ensures that the people we serve will be treated with the utmost care and dignity.
  • Intensive and wide-ranging training for all staff, including the renowned U of JARC program.
  • JARC’s Volunteer Program, including coordination of over 900 volunteers who support JARC’s homes, programs, and administrative operations.
